Background of the Study
Public diplomacy has evolved significantly with the advent of digital media, which has become a vital tool for crisis communication. During the COVID-19 pandemic, governments worldwide relied on digital platforms to disseminate critical information, engage with the public, and manage crisis responses (Nguyen, 2023). In Lagos State, digital media was central to public diplomacy efforts aimed at combating misinformation, promoting health guidelines, and fostering community resilience. Through social media campaigns, online press conferences, and interactive public forums, authorities communicated essential messages that helped mitigate the impact of the pandemic. However, the effectiveness of these digital diplomacy strategies was challenged by issues such as information overload, varying digital literacy levels, and the rapid spread of false information (Okoro, 2024). This study assesses the role of public diplomacy in crisis communication by examining digital media use during the COVID-19 pandemic in Lagos State, analyzing its effectiveness, and identifying key challenges in the digital communication landscape.

Statement of the problem
Despite the critical role of digital media in crisis communication, public diplomacy efforts in Lagos State during the COVID-19 pandemic faced significant challenges. The proliferation of misinformation, digital divide issues, and inconsistent messaging undermined the overall effectiveness of crisis communication (Adebayo, 2023). This study seeks to evaluate whether digital public diplomacy successfully managed the crisis or if these challenges limited its impact. Addressing these issues is essential for developing more resilient communication strategies that can effectively reach and inform the public during emergencies.

Objectives of the Study

 

To assess the effectiveness of digital public diplomacy in crisis communication during COVID-19 in Lagos State.

 

 

To identify challenges in the use of digital media for public diplomacy.

 

 

To recommend strategies to improve crisis communication.

 

Research questions

 

How effective was digital media in supporting public diplomacy during the COVID-19 crisis?

 

 

What challenges affected digital crisis communication in Lagos State?

 

 

What measures can enhance public diplomacy efforts in future crises?

 

Significance of the Study
This study is significant as it evaluates the role of public diplomacy in crisis communication through digital media during the COVID-19 pandemic. Its findings will guide policymakers and communication strategists in developing more effective and inclusive digital engagement strategies, improving crisis management and public trust in future emergencies (Nguyen, 2023; Okoro, 2024).

Scope and Limitations of the Study
The study is limited to digital public diplomacy efforts in Lagos State during the COVID-19 pandemic and does not address other crisis communication strategies or regions.
